Govu is the oldest person on the Glomar, and this seems to give him special dispensation to gripe and grouse at everyone and anyone, not even Shaya is immune as captain of the Glomar. He is really a very friendly and wise man, and is actually one of the first Emaan to warm to Kei, seeing Kei's good side before the others do.
